The Daily-Best Approach

The Reliable Zones
A few areas pay off more often than not. Cabo Pulmo: The Honest Version
Cabo Pulmo comes up a lot, and the honest answer takes a minute. It is a UNESCO World Heritage marine park further up the East Cape, and the protections there are strict: boats cannot anchor, and snorkeling and diving run through local operators who hold special permits for the park.
